I think its purpose (the voting machine) was speeding-up the tabulation of the congressional voting procedure (to save time). But since the traditional procedure (state by state, etc) indeed took a lot of time, which allowed for ongoing arm-twisting, and persuasion, etc., no one really wanted what Edison offered (instant) - he would have done away with that "cushion" of time...
