The original post talk about 4.2.3, not 4.3.0 where plans are effectivly clear.

Updated pear package manager is not a impossible task or ?

Sure, keeping in mind that will help us to get a larger working base to test and get 
feedbacks for the major release 4.3.0, actually it s a pain to tell every days the 
same thing to people who want use pear on windows platform.
