The original plan was to only bundle the PEAR installer and all packages, which are required to make it work, with PHP 4.3.0. All other components should stay outside and must be installed via this installer. Actually everyone must be aware that this will cause a bazillion of bug reports stating that people can't find DB.php or something else which has been bundled with PHP forever. To avoid this we might decide if the most popular PEAR packages (DB) will still be bundled.
