Current release (included RC1) does not work on win32 platform and sometimes got problems under *nuces (installer). The new pear command available in the next release will make pear more suitable for the enduser, and point PEAR/PECL under the day light. And as part of that, this is an important & needed intermediate step before the 4.3.0.
