Not sure which part of the article implied this (if you could point it out I'd be happy to rectify it) as the Editor can be anyone (except a Secretary), just like now. I've added a clarification to this in the section detailing the Working Groups. The sponsor must be a CC member and would be the equivalent of the sponsor/coordinator now, so actually now we only require one instead of two.
