After submitting $HTTP_POST_VARS['SubmitForm'] has value 'Submit' and $POST['SubmitForm'] is empty.
Because it's $_POST and not $POST? If that's just at typo, check your code for typos, too. Did you ever tell us what version of PHP you're using?
