Not to discourage your efforts, but there are an array of free and fee-based products written in PHP that handle mailing list. The bigger issue seems to be bi-directional distribution list (aka listservs), where both the owner and recipients can send mail. But for pure mailing list management, you could look at the people at Octeth http://www.octeth.com, their email manager pro gets high ratings.
