I presume this is means "on", right? Roger I think I figured it out. The clue was that phpinfo() would show changes that I wasn't making. I concluded that it might be a syntax error in my php.ini due to some weird line wrapping that was going on. (I can't see the entire text on my telnet screen). I deleted my entire section on "Paths and Directories" and replaced with a clean section. Then reset upload_max_filesize and restarted Apache. Wadda you know! It worked.
