My apologies for the delay in getting this out but hopefully better
late than never...

This includes an update of the changes that Alan provided earlier
including updates to many of the changes that the G11N group delivered
in build 86.  As you suggested above, the right way forward was to
exclude usr/openwin consistently but uses drops for any content below
that which should actually be dropped.

This installs and verify-f's cleanly - I'm still in the process of
testing upgrade now that Bart has fixed bug 900 but if I run into any
issues, I will likely file some additional bugs so that others can
build the current repository.
