  Cross-platform portability and layering aren't equivalent choices.

  The problems we are trying to solve (or eliminate, rather) are those
  presented by, among other things, the open-ended scripting of the
  System V packaging system, which a higher layer doesn't actually
  address.

  Portability, on the other hand, is an outcome of some software
  discipline--personalized in the form of Tom M watching the rest of us
  like a hawk...
