goes far beyond this dependency check feature and into dynamically
satisfying dependencies via native packaging systems:

No. One of the basic problems with native packaging systems for Linux,
Windows, as well as Solaris before pkg(5) is that they require root
access to use. Many software infrastructure products are intended for
developers that do not have root access, so one of the great benefits of
pkg(5) is that it supports user images that can be completely contained
within a user's directory and managed by non-privileged users.
Use of pkg(5) in SWI (aka middleware) products is intended to give the
benefits of a ZIP or ZIP-like distribution format while at the same time
providing an integrated update capability.
