Yes. To run a repo from scratch, do:
pkg/bin/pkg.depotd -d repodir -p port
This will create a repository in repodir that listens on port. If you
have repo data that you want to serve, just unzip that repo, for
example, into repodir, and then run the same command. There are some
repos on that download page if you want to experiment with those.

For running pkg(5) on Solaris 10, you might be interested in the
Update Center 2 toolkit images that are here:

The Solaris 10 download includes the pkg(5) commands in a completely
self-contained user image, including a minimized python environment.
When you are done with the image, just remove the top-level
directory. The downloads are available for both SPARC and x86.
