The following webrev contains a fix for
3246 importer should support ISA tag within import files

This changeset adds macro support into the importer and
defines the following macros for use in import files:
ARCH sparc or i386
ARCH32 set to name of 32 bit directories (i86,sparcv7)
ARCH64 set to name of 64 bit directories (amd64,sparcv9)
i386_ONLY set to " " when active, # when inactive
sparc_ONLY set to " " when active, # when inactive
Macros are invoked ala Make: $(MACRO)
An example is provided in the trivial change to SUNWcs to enable
successful import on both sparc and i386.
