I copied this header from one of the other files in that directory and
every file I've checked has this same format. Can you point to an
example of the new format?
It's not a new format afaik; we've just been horribly inconsistent.
Look at most of the modules in modules/actions/ for examples. If you
check client.py and other files, you'll see that it goes all over the
place. However, if you look at many of the files in the onnv-gate,
you'll see they use the format I mentioned [1].
