Right now you can use the SMF action to deal with this for any driver which is not needed early at boot (or for which you can tolerate needing a second post-install reboot). Given all the development effort that has been going into IPS I'd say that you're wrong in your prediction in this specific case. Though your prediction is a stereotype that's usually quite true.
