I was going to say that I wanted to return a 400 for the same reasons I
did so for the publication API, but since the client is unlikely to ever
use the /p5i operation, or when it does we'll have better status
support, I can change this back to a 404.
(To avoid that whole mess with misc.versioned_urlopen.)
