The following webrev contains fixes for the following issues:
9164 misc.valid_pub_prefix and misc.valid_pub_url should handle None

This makes the error message when an administrator doesn't have the
publisher information in cfg_cache a bit more intellegible.
Previously it would be:
expected string or buffer
...now it will be:
'None' is not a valid publisher name.
