A combination of actuators in the package and SMF service dependencies
seems likely to solve that problem very cleanly.
After discovering that restarting things like the NIS service can crash
firefox, I'm wary of relying on dependencies and restarts.
Otherwise, it sounds like you've got a design or know of a design...
