See the Actuators section in pkg(5), but the mental sketch is that a
package delivers fragment of /etc/services (or whatever) with restart_fmri pointing to the assembly service. Add a NIS server rebuild service which has a restart_on="restart" dependency on the assembly service, and I think you're more or less done.

When adding a user or group is implemented in terms of Actuators (and documented as such - on a separate man page), then I'll believe that Actuators are a reasonable answer to the problems of updating a file in /etc and managing the data stores that use them.
