They may be at some point, but as we've mentioned many times before,
the design for the on-disk format has not started yet.

There will be at some point, but the work hasn't started yet.
Thank you for your help. The idea is that we want to package a repo
with our media so that our installers, specifically the text based
installer, can do an IPS installation without requiring a network
connection. And, for improved performance.
I believe you will be able to do this at some point, but we do not
have a project schedule for it yet.
