There are a couple of different things going on.

There are two different kinds of mirror -- content mirror and full mirror.
All we have implemented right now are content mirrors, and all they provide
are the packaged bits -- no manifests, no catalogs.  Full mirrors (you
might also see "multiple origins") can serve up everything.

Then there's the orthogonal issue of transport.  Currently HTTP/HTTPS is
supported for retrieving data -- whether package content or metadata.  We
have plans to allow for other transports, including filesystem.  This will
allow you to install without having to set up a server.

There's also the highly related issue of the on-disk format, which is a
Committed file format / layout which the packaging tools (and others) can
create and install from, over a filesystem interface.

Additionally, there's repo-on-a-stick, which is a repository on which you
can run a depot server, delivered as an ISO image.  Generally this
repository contains exactly one build of the WOS, unlike the rsync targets
we have set up, which contain all builds.
