I think I may have a terminology issue with regard to what an on disk repo is. I asked the questions yesterday about setting up a repo on a local disk. However, after that discussion, I found a thread here:

That indicates that IPS supports content mirrors. Instructions here:

If I am understanding this correct the content mirror provides the ability to pull packages from the mirror, but you still need an pkg server somewhere to get the manifests from, via HTTP? So, we need a network.

So in the install products use case, where we want to include a repo on the disk, we would bundle the content mirror on our media, and have the pkg server somewhere that is accessible?
