Minor nit:
The options "always" and "never" sound rather more permanent than
options for just this particular command invocation. Maybe
something like this instead:
--new-be=[yes, no, auto]
The options "always" and "never" sound like they would be more
appropriate as image properties to control default behaviour.
Also, if we are going to have image properties for this, would it
make sense to be able to configure the default new-be behaviour
separately for image-update and the rest of the commands? I imagine
a common requirement would be for all "pkg install" commands to use
"if-needed" while image-updates use "always". I know those would be
my defaults.

Agree. I would very much like the default option for install and
uninstall to be "if-needed".
