Enabling or disabling a publisher is a bit pokey in the current gate
version. I hope to improve its performance in the near future.

The GUI has its own work it has to do in addition to what the API is
doing internally, so this is an unfortunate necessity for the moment.
I thought we were just using the api and as a result needed to refresh
the catalogs. Is this no longer the case? I will take a look at the CLI
and GUI tomorrow to make sure we are not doing more than is required.
