Yep it does take a while, we are just calling the api, I assume the time
is being spent in refreshing the catalogs for the image which need to be
updated. Sorry about that, perhaps the IPS folks have some suggestions
to speed this up.
Silly question: If I'm reading your patch correctly, you're doing two
essentially back-to-back publisher updates: one for the enable and one
for the disable. If so, is that second publisher update necessary?

We have to enable it first as its been disabled, this updates the
catalogs and so on, we then install the packages. Then we disable the
publishers once the Install completes. If you have no packages to
install for a publisher then I do not enable/disable it at all, even if
its disabled.
