That was why I asked.  It seems confusing to me that we can upgrade the
catalog into the writable root, but not rebuild it into the writable
root.  Do you think it's more confusing to allow one but not
the other?

It's not a big deal.  I was just curious if the SIGCHLD is what's
causing us to get the EINTR, and if there was a better way around that
problem.  If adjusting the depot's sigaction is more trouble than it's
worth, I'm fine with leaving this as is.
