Changes since the last webrev:
- The "renamed 133" lines in the old IPS package definitions, are just
after the "consolidation" line, rather than just before the
"end package" line.
- Editable files that start with one of:

will no longer generate original_name chattr lines.
- There were some chattr original_names lines in the package definition
