Sorry I'm late to the party, but I wanted to confirm that this
behavior is used heavily by our (Update Center 2) adopters.
The majority of our users are not on OpenSolaris (data for
GlassFish v3: http://repodata.sfbay/os.php?repo=4). So they are
operating in a world where all images are user images, and
in that environment the default of having pkg operate on the
user image you are in is a huge convenience.

I wonder if there is some middle ground here where user images
are treated differently from system images. For example if
I'm inside a user image, use that -- otherwise default to "/".

The client doesn't know what type of image it is until we find it, and this whole thread is about controlling the behaviour of finding images. That's the whole point of contention here.
