If the need was for a way to rebuild a repository or updated its content
and search indices and then exit, that's what pkgrepo is for.
pkgsend also provides that behaviour implicitly if you're accessing a
repository using file://.

For the existing repository properties (or for v3 repos), you can use
property/set-property.
Ok, then I guess --add-ca-cert will remain a depot operation until the
next changeset?
You could use the property / set-property stuff I've added in pkgrepo.
