Aah, I see.  pkglint at the moment just deals with Manifest objects, and
doesn't yet distinguish between published and unpublished manifests.

I could check whether a manifest was published by either looking for
timestamps on the pkg.fmri or a chash on any actions that delivered
content.  I could alternatively check whether I've got a CachedManifest
rather than a base Manifest object - both sound a bit hacky though :-/

I don't think you can automatically detect this -- I think the user has to tell you whether to perform published or unpublished checks.
