Seems right to me.
As suggested offline by David, I'm also adding new cat/subcats as a
place to hold incorporations and group packages that don't easily fit
elsewhere.
Arguably, new categories need a '2011' prefix (instead of a 2008 prefix)
since they weren't part of the 2008 standard when used in packages.
