The only reason to keep old manifests around is if you think you'll need to
republish them for some reason.  I don't really see the reason for keeping
these around anymore, either.  You'll just need to be sure to keep
incorporating them.  ON's gotten rid of a ton of old manifests, as part of

    7144760 OS/Net can stop redelivering defunct packages from prior to S11

but there's a manifest that keeps a record of the old names, as
dependencies on the versions where they got renamed or obsoleted, so that
we keep incorporating them at that rev.  You'll need to do the same.
(Where by "need", the need isn't huge, since all that would happen if
someone installed an old version would be that they'd get some packages
installed on their system; there aren't any conflicts to worry about.
