I expect that should work. Consolidations with a bit more package churn generally seem to make allowances for building the incorporation without any hardcoded dependencies, relying instead on the manifest itself to express whether it should be republished. But setting that infrastructure up is a bit complicated, and it doesn't seem unreasonable for you to handle it manually.
