I'm not convinced. If these are obsolete and will never be changed or touched, I don't know what the benefit would be to now adding them to the RE consolidation, since they already exist in the S11 release repository as part of the IPS consolidation.

My suggestion would be to include all of the manifests in your source
repository and build the packages with their current revisions.  When
you "publish" to the dock, you only need to include those packages that
have changed for the build in question.

In this way when these packages eventually are obsoleted (and go to the
package repository in the sky), you have the manifest handy to update
and republish.
