Sigh.  No.  You aren't correct:

Package: libpam-systemd
Depends: libc6 (>= 2.17), libcap2 (>= 1:2.10), libpam0g (>= 0.99.7.1), systemd 
(= 215-7), libpam-runtime (>= 1.0.1-6), dbus, systemd-shim (>= 8-2) | systemd-
sysv

Note the alternative depends on systemd-sysv.  If you install systemd-sysv 
then there's no systemd pulled in.  Don't open the bug again.  This has 
already been investigated and there's no systemd dependency.
