An initial packaging release really contains no "changes", except the fact
that it is released, and related info (bug closure and perhaps mentioning
which Debian suite is targeted).

I have no strong opinion on this, other than the trailer line should
be updated to (as Reinhardt mentioned before) the point where you
believe the package is ready to be uploaded. This is because, if
someone did the most work, I prefer to keep that name in the trailer
line instead of mine (yes, I know I can do it manually, but lets
define the process correctly).

I disagree: The trailer line should IMO reflect the uploader.

If all changes are done by another person, then simply erase your virtually empty section.

Example:

Before you edited:

  * Did something

 -- Foo Bar...

You invoke "dch -r":

  [Foo Bar]
  * Did something

  [you]
 -- you...

Strip the [you] and the empty line below that, but keep your name at the trailer line, and the hint that all changes was done by that other person.
