I had another look:
You have quite a few rdeps of iptables-dev. According to dak:

# Broken Depends:
west-chamber: west-chamber-dkms
              west-chamber-source
xtables-addons: xtables-addons-source

# Broken Build-Depends:
collectd: iptables-dev (>= 1.4.3.2-2)
connman: iptables-dev
iproute2: iptables-dev
keepalived: iptables-dev
linux-igd: iptables-dev
miniupnpd: iptables-dev
nufw: iptables-dev
strongswan: iptables-dev
tcpcopy: iptables-dev
west-chamber: iptables-dev (>= 1.4.3)
xtables-addons: iptables-dev

Dependency problem found.

So, I would suggest you make iptables-dev a transitional package which
pulls in the new -dev packages.
I would also move it to section oldlibs.
Then file bug reports to get those packages updated to use the new
names. I would keep that transitional package for one release cycle and
drop it in buster.

Regards,
Michael
