I don't think JPluck is GPL'd, although I do see that the sf.net project for JPluck has GPL as the selected license. With Sourceforge being a proprietary codebase itself, supporting other proprietary projects, just because a project is on Sourceforge does not guarantee that it is free, Free Software, or GPL.
