This sounds like the free Palm Doc reader ReadThemAll
(also a Russian program - is there something about the
Russian language or the Cyrillic alphabet that lends
itself to this?).  ReadThemAll is available at:

There is an animated GIF that demonstrates the
scrolling.  I've tried the program and I found the
feature annoying rather than helpful.  Your mileage
may vary.

As far as adding the feature to Plucker, I think it
would have limited benefits to a limited audience.
