This sounds like the free Palm Doc reader ReadThemAll (also a Russian program - is there something about the Russian language or the Cyrillic alphabet that lends itself to this?). ReadThemAll is available at: http://maksee.narod.ru/palm/rta/index.htm There is an animated GIF that demonstrates the scrolling. I've tried the program and I found the feature annoying rather than helpful. Your mileage may vary.
