Have a look at KPPP. You can change the default modem device.

AFAIK, tone dialing is supported by all BSNL lines in India. Pune for
sure. All exchanges in Pune support tone dialing. BTW, can I ask how
did you confirm that your telephone line doesn't support tone dialing?

Can you show complete wvdial.conf? The one which you are using.
*Remove username and password and other personal data.*
