Here are some of my comments:

1. Distro:
                Better to go with RH the rpm package management
                sure saves alot of headaches on compilation.
              But if your prefer slak then go ahead ..  
                Go with the distro that you are most comfortable with. 

2. For your web needs :
                Better install squid so that you save bandwidth.
                If you have squid you can provide web access even
                w/o ipmasq.  But I suggest that you enable ipmasq
                so you can provide other access to chat, ftp etc...

3. DNS :
        It is advisable to install a DNS caching server to save on
        bandwidth.

4. SMTP server ...        sendmail ... qmail ... postfix ???
        don't want to start a holy war  :-)... go with the one
        you are most familiar with.  I am sure that any of those
        three will be able to address your needs.
        
5.  Mail from outsite and Inside :
                Once you setup your DNS, SMTP server, POP3 or IMAP server
                 you are ready to send and receive internal mail.  You will also be
                able to send outgoing mail to the internet if you have your dialup
              connection all figured out.

                For mail coming from the net to your box is a little bit tricky
                because you need to coordinate with your ISP on this one.
                Check how will the  ISP queue mail for you... and how are 
                you suppose to get it ...
