Moscom won't give any type of bandwidth assurance, because in order to do
so would require doing frame relay. That 4:1 thing is not (and cannot be)
set in stone. However what is actually happening is that we have lots of
excess bandwidth right now so if you get a 64K you can saturate it. Just
ask DLSU. Their E1 is saturated.  :)
