I've implemented bandwidth shaping using a linux box equipped with 2
ethernet cards. As you mentioned, iproute2 was used, as well as a nifty
script called cbq (class based queueing). Tests have shown that it does a
good job of shaping the bandwidth. 
cbq is included in the shapecfg-2.2.12.rpm package. You will need:
iproute2
the kernel modules that work with iproute2

You can get the latest version of the cbq.init script from:
ftp://ftp.equinox.gu.net/pub/linux/cbq/cbq.init
