hi mike,

    those you mention are only for QOS traffic and not for traffic shaper.

    for cisco:

       if you have high-end router use "rate-limit" and for low-end router use
"traffic-shape" commands

    for linux:

        as what dr. cito said

    for freebsd:

        use dummynet and ipfw
        mike you can try WFQ of freebsd if you have spare time to explore.

    for standalone and commercialize traffic shaper:

        you can try www.packeteer.com
