A friend of mine asked me an interesting question; how does one make
a network with his neighbors?

Some specs:
* ~10 houses
* some are beside each other
* some are a few houses away (2-3)
* the farthest go as far as across the street then 3 houses away
* budget for about 3 hubs

Can twisted pair cabling handle the 'outside' environment?

Any ideas?
