Interesting problem...I'm no expert on this but some thoughts for crossing
the street...

An Australian company called either RedLine or Red_Line used to sell Red
laser modems with a daytime range of about 450 meters with lenses.  They
used red as opposed to IR because IR is regulated like radio emissions in
Australia.  If the need is great, something like that might allow you to
avoid problems with running cables across public streets.  The company
came out of work to develop a Ubiquitous Public Network (UPN) and there
were some actual neighborhood links set up with the hardware.  Be
cautioned, aiming lasers from rooftop to rooftop is no joke - even at
relatively short ranges. You need a STABLE base (like the side of a
building).  Other problems include needing a straight visual shot where
pedestrians won't be able to look into the blinding laser.

I think that some of the previous comments hint that there may be some
questions that you are becoming a telecommunications provider without the
needed permits unless you are either within a private subdivision or a
campus of some type - company, school, etc....  

I will wonder out loud if belonging to some sort of private club with
purposed beyond networking might also qualify?  Could, in theory, a PLUG
set up it's own members-only network without the related permitting
issues?
