Interesting project ! Will there be some form of Intranet?

Yes, I think so. I do suggest reinforcing it with cable housing though. The
problem, however, isn't physical, it's legal. The houses that are side-by-side
aren't too much of a problem, because the cable can simply cross their fences.
Not sure that you can run cables across a public road, or on the utilities'
electrical or telephone poles without a permit. Technically, your friend's
setting up a WAN if the cable will so much as touch a public road. Now, if all
the houses are within a private subdivision, the legal issue might be much
simpler, and might not even be an issue.
