Try to add more RAM.  It should be cheaper.  Remember that Linux perform better 
with lots of RAM.  Try to get at least 128 MB of RAM.  Another hard drive would 
also make things better. 

I would suggest using Debian with XFCE4 as the GUI.  A few months ago I was 
able to do this and the perfomance was decent except for playing video full 
screen.

Really? Tapes? Walang CD? :) This might not be possible since this job is CPU 
intensive and requires a lot of disk space.  Even in Win98 it would be a long 
shot to do.

Video? Mplayer would insult your computer ;) Music should be fine.
