If the thinking behind this is simply because of the uninitiated who mistakenly post newbie questions to PLUG, then I think there's not enough cause for a fork.  I mean, how many inveterate repeat offenders are there?  I would like to believe that people who subscribe to the mailing lists are reasonable enough to follow the guidelines.  Of course, you may have to issue reminders every now and then because there will always be new subscribers.  I think this is a small price to pay.

Besides, most people are subscribed to both lists (on top of PLUG-Misc)  Personally, I'm learning from the questions and answers on both lists.  And if the new members feel like their questions are not being addressed in PLUG-Newbies, then it's high time the oldbies take steps to start taking that list more seriously.
