MediaWiki allows you to do that by editing the local configuration file. In fact, its the easiest wiki to setup (its non-invasive). Other wiki engines like Moin Moin are powerful as well but you'll have to do some (not really hard) voodoo to make it work. If you're comfortable with a PHP and MySQL setup, Mediawiki is for you.
As for restrictions, that's perfectly normal, although sysop-locked pages can be helpful for public wikis that also serve as front matter for websites.
